James Otieno JOWI is the Principal Education Officer at the East African Community (EAC) where he leads education programs and transformations covering the six partner states of the EAC. He is founding Executive Director of the African Network for Internationalisation of Education (ANIE) a pan-African network and think-tank committed to the advancement of high quality research, capacity building, information sharing and exchange, transnational networking and cooperation, and policy advocacy on the internationalisation of higher education to enable African universities and development stakeholders take optimal advantage of the opportunities presented by internationalisation and globalisation. He was a Senior Lecturer at the of Comparative and International Education at the School of Education, Moi University, Kenya. He holds a Bachelor of Education and a Masters in Linguistics from Moi University- Kenya, a Masters in Comparative and International Education from University of Oslo - Norway and is completing on a doctorate in Leadership and Governance of Higher Education at the Centre for Higher Education Policy Studies (CHEPS), University of Twente, Netherlands. He has published and presented several conference papers on the international higher education in Africa and also sits in several boards on international education.
