Comparative Study on Education Equity Policies in Hong Kong, Mainland China, and International Universities: From the Perspective of School Access for Vulnerable Groups
Abstract
regions, it reveals the characteristics and differences of various policies in safeguarding school access for vulnerable groups. Comparative
analysis shows significant differences in policy objectives and implementation mechanisms across regions. Based on this, strategic recommendations for optimizing university education equity policies are proposed, aiming to enhance school access for vulnerable groups, promote
the effective implementation of education equity in higher education, and provide theoretical and practical foundations for improving the education equity policy system.
