Different interest subjects in the whole society hope to occupy a more favorable position in the reform. There are many problems and challenges that are difficult to solve at the level of convergence and conflict of interests. The mechanism and system of democratic decision-making and supervision in China are still not sound. Government governance bears an extremely important responsibility in national governance, but there are also some problems that public power cannot be effectively constrained, The degree of social autonomy is still extremely limited. Cooperative governance is a new approach to national governance, and its core lies in the coordination between national governance and social governance, which requires vigorously building a new mechanism for the modernization of national governance that is dynamic, stable and benign.
