Abstract

Since the 18th Party Congress, the Party Central Committee, with Comrade Xi Jinping at its core, has put forward a series of major propositions on talent work and made a strategic layout for China to accelerate the construction of the world-important talent center and innovation highland. As one of the regions with the highest degree of openness and economic vitality in China, the Guangdong-Hong Kong-Macao Greater Bay has been given the important task of building a high-level talent highland, which is a significant opportunity, or mission and challenge. The Guangdong-Hong Kong-Macao Greater Bay has a certain foundation and effectiveness in gathering talents to serve the construction of the Bay Area. Though there are also shortcomings and weaknesses that should be mitigated, such as the lack of high-level talents and the incomplete synergy. Therefore, it is a necessity to explore diversified strategies and innovative paths for the construction of talent highlands in the Bay Area. It should start from the industrialization of technological achievements in universities, innovative optimization of the talent development environment and contemporary design of talent development policies.
