A Study on the Policy Agenda for the Reform and Development of Graduate Education in the New Era from the Perspective of Multi Source Flow Theory

Abstract


This article analyzes the process of setting the agenda for accelerating the reform and development of graduate education in the new era from the perspective of multi-source flow theory, and reveals the internal logical mechanism of the policy process of “Opinions on Accelerating the Reform and Development of Graduate Education in the New Era”. Research has found that the satisfaction with the guidance relationship needs to be further improved, the coordination between the structure of graduate education types and economic and social development is not strong, and the uneven development of provinces is the source of problems in the reform and development of graduate education in the new era; The policy stream is composed of measures to accelerate the reform and development of graduate education in the new era through joint discussions and eff orts from multiple parties; The concept of governance and national sentiment are the political sources for accelerating the reform and development of graduate education in the new era; After the three sources of problems, politics, and policies are simultaneously present, the “policy window” for accelerating the reform and development of graduate education in the new era has been opened, and the policy agenda has been set. Research has shown that accelerating the reform and development of graduate education in the new era is a result of the coupling effect of multiple sources and streams, presenting distinct Chinese decision-making characteristics.
