Research on the Evaluation of the Efficiency of Transformation of Scientific Research Achievements Based on DEA——Based on a Study of 31 Provinces and Cities

Abstract


Based on the panel data of 31 provinces and cities from 2020 to 2022, the efficiency of transformation of scientific research achievements is measured based on the data envelopment analysis model, based on the input-output data such as full-time equivalent of R&D personnel, R&D expenditure, number of college students, invention patent authorization, technology contract turnover, new product sales revenue, etc., and through the CCR input-oriented model and Malmquist index model. The spatiotemporal and regional differences in the efficiency of the transformation of scientific and technological achievements were analyzed. The results show that: (1) the overall efficiency of scientific and technological innovation is gradually improved; (2) There are obvious differences in the efficiency of scientific and technological innovation among provinces and cities. (3) Technological progress has become the main driving factor.
