Research on the Evaluation of the Implementation Effect of the Policy of Scientific and Technological Achievements Transformation in Colleges and Universities in Shaanxi Province
Abstract
The paper analyzes the scientific and technological achievement transformation policy in universities from the year 2014 to 2020,with three main perspectives including supply-oriented policy,demand-oriented policy and environmental policy,constructs an evaluation index system of the implementation effect of the policy of transforming scientific and technological achievements in Shaanxi universities,and uses the entropy method and fuzzy comprehensive evaluation to consider the influence of the administration of the policy.By using the triple helix theory.
