Sustainable Provision of Rural Public Goods in the Context of Rural Revitalization—An Analysis Based on the Logic of “Project-Based Approach”

Abstract


The imbalance between urban and rural development, and the insufficient rural progress, increasingly contradicts the growing demands for a better life. Compared to cities, rural development has been slower and less effective. As a result, the “three rural issues” (agriculture, rural areas, and farmers) have garnered significant attention in the National People’s Congress and the Chinese People’s Political Consultative Conference, with the government actively seeking strategies to address them. In recent years, China has provided public goods and services to rural areas through large-scale special transfer payments in the form of projects. This paper briefly analyzes some of the outcomes and challenges brought by the “project-based approach” in rural areas, exploring the sustainability of rural public goods provision under this system.
