Abstract

This research explores the contrasting welfare systems for individuals with disabilities in China and the United States, emphasizing how cultural values and economic capabilities shape public policy and service delivery. Drawing from government reports, case studies, and sociopolitical analysis, this study compares the legal frameworks, public spending, and societal attitudes in both countries. The results reveal stark differences rooted in traditions of familial care in China and rights-based legislation in the United States. The paper concludes with actionable recommendations aimed at fostering a more inclusive and equitable global approach to disability welfare.
