Ying Gao, Jialei Cao

Abstract

Democratic consultation, as a new form of democracy aimed at promoting the democratization and scientification of rural governance, significantly enhances governance efficiency through equal dialogue and consensus-building mechanisms. It is a key approach to addressing the structural tensions of insufffcient villager participation and the lack of scientific decision-making. This paper systematically examines the deep-seated feasibility of democratic consultation in rural areas from three dimensions: foundational support, cultural adaptability, and institutional resilience. It further explores practical solutions to stimulate the initiativeof stakeholders, foster a consultative ecosystem, and innovate carrier forms to enhance the effectiveness of these practices. This research provides theoretical references for building a new pattern of rural governance that is multi-faceted, collaborative, and efficient, and offers significant practical insights for achieving the goals of co-construction, co-governance, and shared benefits under the rural revitalization strategy.
