Practical Research on the Financial Aid System for Difficult Students in Non-degree Continuing Education of Higher Vocational Maritime Colleges under the Background of Industry-Education Integration

Abstract


To address the financial aid predicament faced by disadvantaged students in non-degree continuing education in higher vocational maritime colleges under the background of industry-education integration, this study aims to establish a precise and sustainable multi-dimensional collaborative financial aid system. The research adopts a method combining literature analysis and model construction. Firstly, it dissected the core challenges such as the coverage blind spots of the existing financial aid policies in the non-academic education field, the particularity of the student group, and the insufficient motivation of enterprises to participate in financial aid. The research results show that it is necessary to go beyond the traditional "blood transfusion" funding and establish a "four-party linkage" mechanism led by institutions of higher learning, deeply involved by enterprises, guided by government policies, and supplemented by social forces. This system takes the integration of "funding - skills - employment" as its core path. Through measures such as setting up special scholarships, providing paid practical positions, and implementing order-based training, it has achieved a transformation from economic assistance to a "blood-making" funding model that empowers careers. This system not only enhances the accuracy and effectiveness of the funding but also supplies a stable supply of skilled talents to the shipping industry, creating a mutually beneficial and virtuous ecosystem for education, industry and learners.
