Japan’s “Industry-University-Government Collaboration” Integration Measures and Their Implications for the Industry-University-ResearchCooperation in Chinese Universities

Abstract


The cooperation among industry, academia and research institutions in China is confronted with challenges such as unsmooth mechanisms, insufficient policy coordination and low transformation efficiency. Japan has systematically advanced a number of measures through an integrated mechanism of “industry-academia-government collaboration” : formulating the “Basic Law on Science and Technology” and the “Basic Plan for Science and Technology” issued every five years. Carry out the reform of the corporatization of national universities; Establish the Intellectual Property Headquarters and the High Court; Establish a technology transfer agency and a coordinator system. The inspiration for China lies in: strengthening top-level design and formulating special laws and plans; Deepen the governance reform of colleges and universities; Build a professional intellectual property management system; Reform the academic evaluation mechanism; Improve the mechanism for risk sharing and benefit distribution.
