Ethical Governance of Intelligent Education: A Multi Stakeholder Framework for Mitigating Risks in AIIntegrated Learning Environments

Abstract


The integration of artificial intelligence (AI), big data, and internet technologies is transforming education through smart campuses, educational robotics, immersive environments, and AI-generated content. While enhancing personalization and efficiency, these innovations raise ethical challenges such as role erosion, algorithmic bias, data breaches, automation dependence, behavioral risks, and academic misconduct. This paper identifies these risks—stemming from technological limits, inadequate educational practices, and low ethical literacy—and proposes a multi-stakeholder governance framework emphasizing legislative oversight, standardized data protocols, algorithmic transparency, institutional risk control, and digital-ethical competence. The framework seeks to ensure responsible, sustainable, and ethically grounded intelligent education.
