Research on the Optimization Path of University Volunteer Management under the PPP Model
Abstract
Volunteer services in colleges and universities are an important force for the innovation of social governance. However, the traditional management model often faces predicaments such as loose management, insufficient resource integration, and the lack of sustainability in services. Drawing on the core concepts and operational mechanisms of the Public-Private Partnership (PPP) model, the management system for university volunteers is restructured. Through the analysis of typical cases of “Beautiful China”, the feasibility of introducing the PPP framework was verified. Finally, a systematic optimization path is proposed. In terms of top-level design, a collaborative governance framework involving local governments, universities, enterprises and non-profit organizations is constructed. In terms of operation mechanism, diversified investment and incentive mechanisms are innovated. In terms of management practice, project-oriented professional transformation is promoted, and a scientific risk-sharing and effectiveness evaluation system is established. It aims to provide a systematic solution that combines theoretical depth and practical value for enhancing the service efficiency of college volunteers and promoting the development of non-profit organizations.
