The Public Problems and Management Improvement Path of Weak Emergency Response Capacity of Urban Communities

Abstract

As the basic unit of urban public security governance,community is the key carrier of pre-prevention and terminal disposal of emergencies,and its emergency governance level directly determines the modernization quality of urban security governance.Based on the theory of risk governance and co-construction,co-governance and sharing governance,this paper combs the practical shortcomings of urban community emergency management,analyzes the problem generation mechanism,and constructs the optimization path from three dimensions:hardware guarantee quality improvement,talent team specialization construction and system coordination mechanism improvement,so as to provide theoretical support and practical reference for improving the grassroots emergency governance system and enhancing the city’s risk resistance ability.
