The Practice Research on the Disciplinary Inspection, Supervision and Implementation of the "Three Transformations" in Colleges and Universities to Improve the Ability of Supervision, Enforcement and Accountability

Abstract

It is the primary task of the disciplinary inspection and supervision of colleges and universities to carry out the transformation of functions, methods and styles. In the work of "three transformation", the disciplinary inspection and supervision of colleges and universities should improve its ability of supervision, enforcement and accountability, practice strict party governance, pay close attention to the political style and focus on the main responsibility of disciplinary committee. In the new era and the new situation, the disciplinary committee of colleges and universities should consider and explore deeply and fulfill its self-responsibility. At present, there are still many problems in the implementation of "three transformations" in different universities, such as weak consciousness of responsibility subjects, unclear lists of responsibilities, single work contents, simple and old forms, lack of self-construction of the team, lack of assessment mechanism and so on. It is the requirement of the reform of supervision system and mechanism that the supervision of the disciplinary committee in colleges and universities should implement the "three transformations" from the perspective of primary responsibility and main work and develop practical guidelines for colleges of different types and regions. Colleges and universities should actively break through the bottleneck and optimize the organizational structure by refining the list of responsibilities and strengthening supervision; mobilize the subjective and initiative of the staff and control each link of the work; establish a disciplinary committee in colleges and universities with strong political ideology, organization and leadership ability, the courage to take responsibility and the courage to take actions. The "three transformations" will be implemented by the above measures.
