There is a significant risk in not innovating for a successful large company, and innovation also carries significant risks. They may have incurred considerable costs to satisfy an emerging market but have been pushed to collapse. Small companies do not have such risks; they can innovate markets and models at low cost and eventually occupy the market to become a business giant and eliminate the original market leader in that industry. However, they will start to think about new innovative technologies and innovation models to subvert them.
Considering this situation, the word "open innovation" emerged a few years ago. Open innovation is intended to increase the flexibility of R&D while reducing risk management. The basis of Open Innovation is to open innovative ideas to ensure that companies can use external technologies and identify new market paths for the company's intellectual property. This paper focuses on innovation management, why companies need innovation management, and Open Innovation. Moreover, through Monoid and Louis Vuitton, a case study explores open innovation's role for large, small, and medium enterprises.

As the construction of the legal system in China is lagging, and legislation can’t keep up with the economic development, the Chinese central government has given the legislative power to local governments to improve local economic development through the expansion of local legislative subjects, aiming to stabilize the local economic order. However, there are still some problems in local legislation practice, such as incompatibility between local laws and development conditions, weak legal awareness of local legislators, indiscriminate use of legislative authority in various local areas, and implementation of local protectionism. To deal with these issues, it is of great significance to perfect the local legislative mechanism from the perspective of regulations, and form a Chinese legislative mechanism leaded by the central government and supplemented with local governments, thus providing legal guarantee for local economic development in China.

The present study examined in 103 individuals whether an advanced fire training aimed at recognizing, avoiding and handling risks in demanding fire situations, affected perceived risk of fire situations (measured by a questionnaire). The training, which involved both experience and feedback on real performance, specifically intended to emphasize the dangers in potential fire hazards and erroneous recognitions in life. With that emphasis, it was hypothesized that risk perception would increase after as compared to before the training. In addition, this study examined whether risk perception was dependent on gender or on age. A mixed ANOVA performed on mean scores on the questionnaire yielded significant effects on training (before/after) and gender. Before and after training, females had a higher rate of risk perception improvement than males in terms of fire hazards, while males had a higher rate of risk perception promotion than females in the condition of fire escape
